An envelope with the IND logo (Immigratie- en Naturalisatiedienst, the Dutch immigration service) makes most people nervous. Yet most IND letters are routine: they confirm that your application has arrived, ask for a missing document or set an appointment. What matters is identifying the type of letter and, where a deadline applies, responding in time.
This article covers the common types of IND letters, what each means, why deadlines matter and how to respond properly. For an overview of the application types themselves, see our guide to Dutch residence permit types and the IND application.
The types of IND letters
The heading and subject line usually reveal the type at a glance. The most common ones:
- Ontvangstbevestiging (confirmation of receipt): your application has reached the IND and is being processed. It contains a file number; use it in all further correspondence. No response is needed.
- Verzoek om aanvullende informatie (request for additional information): the IND asks for documents it finds missing or insufficient. The letter lists what is required and the deadline. This type needs the most attention.
- Voornemen tot afwijzing (intention to reject): the IND intends to refuse the application and explains why. It is not yet a decision; within the stated period you have the right to submit a zienswijze (your view) in response.
- Beschikking (decision): the formal decision, positive or negative. A negative decision explains the bezwaar (objection) route and its deadline.
- Biometrics and collection letters: you are asked to visit an IND desk for fingerprints and a photo, or to collect your residence card.
- Fee (leges) letters: ask you to pay the application fee or settle a shortfall. Unpaid fees can stop the file from being processed.
- Letters on sponsor obligations: sent to companies with erkend referent (recognised sponsor) status about their duties to inform, keep records and report changes, or requesting documents for a check.
Why deadlines matter
IND deadlines are based on law and applied strictly. If a request for additional information is not answered in time, the IND decides on the file as it stands, which usually means a refusal. If the zienswijze period lapses, the intention to reject can turn directly into a decision. If the bezwaar period is missed, the decision becomes final and a fresh application may be needed.
The period usually runs from the date printed on the letter, not from the day it arrives, so days in the post work against you. Note the final date the day you receive the letter and start collecting documents immediately. An extension is sometimes possible, but only if requested in writing before the period expires. Periods are set by the IND and can change; rely on ind.nl for the current rules.
How to respond
A good response is written, complete and provable. Information given by phone does not enter the file; the IND only assesses what is submitted in writing.
- State the file number and which letter you are responding to.
- Send every requested document in the order of the letter, with a short cover list. If a document cannot be obtained, explain why and what you are providing instead.
- If a sponsor (for example an erkend referent employer) filed the application, the response goes through the sponsor too; the IND may not correspond with the individual directly.
- Keep proof of sending: a screenshot of the confirmation screen in the IND portal, or the registered-mail receipt.
- Keep copies of all letters and responses in one file; that archive is invaluable if an objection follows.
A zienswijze should answer the IND’s reasons point by point, each backed with evidence; concrete proof that closes the gap carries far more weight than emotional argument.
Bezwaar: objecting to a decision
You have the right to lodge a bezwaar against a negative beschikking. The objection period is set by law and printed on the decision; if it is missed, the objection is usually not assessed on its merits. The IND then reviews the file again and you can submit new documents. Whether you may stay in the Netherlands during the objection depends on the type of application, so act as soon as the decision arrives; ind.nl has the current conditions.
When to get help, and what Exonn does
Confirmations of receipt and appointment letters need no help. Requests for additional information, intentions to reject and negative decisions are where an adviser makes a difference, especially in sponsor-based files such as the highly skilled migrant permit, where the company and the employee have to coordinate.
At Exonn Advisory we read the letter with you, list the required documents, plan translations and apostilles for documents from Türkiye, coordinate with the sponsor and draft the zienswijze or bezwaar. The decision is always the IND’s; our job is to put a complete file in front of the IND on time. See our immigration and permits service for the full scope.
Conclusion
Not every IND letter signals a problem, but every letter deserves to be read and, where a deadline applies, answered in time.
